MOORE NEWS (May/June 2011)

Bus Services: The decision to remove the 66 Bus Route was made without consultation with the Parish Council. It apparently had to be taken following the withdrawal of the route funding as part of overall cutbacks.
We are aware that it affects a large number of people, particularly on Promenade Park.
Halton Borough Council and the Bus Operator were asked to attend the April Parish Council meeting and agreed to explore further options to maintain a service to affected users. To support applications for new funding a public consultation took place at the Milner. This was well attended and the Bus Operator fully understood the difficulties the removal of this service has caused. They have agreed to maintain a reduced temporary service pending new funding.
Sandymoor Free School: Residents in Sandymoor are proposing establishing a Free School in response to the decision by Warrington Council to amend their intake criteria for Secondary Schools and 6th form Colleges. This would offer an alternative school in the area. For more details, to follow events or to get involved, visit www.sandymoorschool.org.uk
Fly Tipping
The Parish Council has been made aware of an incident of "Fly Tipping" which has now been cleared. Fly Tipping is a serious offence and apart from being an eyesore, hazardous waste can affect land and contaminate watercourses.
Please report Fly Tipping to the Council on 0303.333.4300.
If you need to dispose of bulky items the Council can arrange this for a small sum, please contact them as above.

Paris Council Precept The Parish Council is funded through the Council Tax, these monies are termed the "Precept".
Moore has fixed its Precept for 2011 at the same amount as last year recognising the difficulties facing public finances.

Dogs: The Parish Council have been receiving complaints about dog mess. They appreciate it is frustrating that financial constraints forced the removal of the dog bins but all dog owners are asked to clean up after their dogs. It is appreciated that the vast majority do clean up after their dogs and that it is the minority who are causing offence.

Farmers Market: Walton Farmers Market is moving to Stockton Heath at the Scout Headquarters on Mill Lane (opposite St. Thomas School). The market will be open from 10am to 2pm, stalls will include: Meat, Cheese, Vegetables, Plants, Preserves, Eggs, Baking etc. The market will be held on the last Saturday of each month. For further details please ring 01925.860143.

Recycling Centres: Opening Hours The Household Recycling Centre at Picow Farm Road in Runcorn is open
October to end of March:
Mon to Fri: 8am to 8pm, Saturday: 9am to 5pm, Sunday: 9am to 3pm

Recycle Your Waste : Save Money
Councils are taxed on the amount of the waste they put into Landfill. This diverts money from other essential services and in these difficult financial times reducing the amount of waste you put into the general refuse collection

"REALLY WILL SAVE MONEY".

Please use the Blue Bins for recyclable waste.

The Green Bin collections for garden waste start at the beginning of March.

Don't forget kitchen waste can be composted and this can significantly reduce general refuse....for composting help go to www.recyclenow.com where you can also find guidance on all aspects of recycling.

Mobile Library:
Please don’t forget that the Village is served by a Mobile Library service, which visits at 3-weeks intervals on a Friday.Halton 01928.704455

5 A-side Football Pitch:
The 5-aside pitch in Moore Meadows is available all year round.

MOORE MEADOWS : 'COMMUNITY ORCHARD'
Plans are under consideration by Halton Council to create a Community Orchard in the Meadows. These are at an early stage but are welcomed by the Parish Council and we will keep you informed of progress.
The meadows are a community space to be enjoyed by all. There are designated paths for horse riders and cyclists, to seperate them from persons on foot and we would ask that users enjoying the space follow the appropriate route. As riders and cyclists use the Meadows, dog owners should keep their dogs under control.

LITTER AND WEEDS
Weeds are once again a problem in the Village. The Parish Council have asked Halton to take action but in these times of uncertain budgets, this cannot be guaranteed. We can all help by not dropping litter and keeping the Village tidy.

Community Pride Awards 2011
Moore has again entered the Competition and we will keep you informed of our successes and failings. Everyone can help out by simply keeping the Village tidy and litter free.

Air Ambulance: The Air Ambulance costs over £4 million per year to run. They flew over 1200 missions in the North West in 2010 and estimate that about a third of the people they airlift to hospital would not have survived without their intervention. As with all similar services they are under pressure financially and are seeking support. If you wish to contribute please go to www.nwaa.net
Mersey Gateway
Go-ahead for Gateway funding

Mersey gateway backers have hailed the governments decision to fund the project as “good news for the whole north west”
Chancellor of the Exchequer, George Osborne, confirmed the funding proposals for the project and announced that funding for the project would be provided as part of the recent Comprehensive Spending Review.

He said: ”We should prioritise those areas of public spending which are most likely to generate growth.” He then went on to say that the government would “provide funding for the new bridge over the River Mersey” which will run between Runcorn and Widnes.
He then provided further detail of the funding arrangements in a letter to Halton MP, Derek Twigg which confirmed that during the next four years around £80 million will be provided to assist with land acquisition and project development costs as well as committing to providing the additional long term funding required to deliver the new bridge.
Cllr. Rob Polhill, Leader of Halton Borough Council said: ”The announcement was great news for Halton and the whole of the north west. We always felt confident in our case to government because this project is about delivering jobs and investment that will support our regional economy for years to come. This means that we can begin to look forward to an announcement on the planning applications and orders and get on with the important job of delivering the Mersey Gateway”.
Steve Nicholson, Mersey Gateway Project Director said: ”The letter confirmed our understanding of the funding commitment from government including an up-front contribution of £80 million now, with additional financial support from government over the next five years. We will now be working with government to establish the most effective draw down of this additional funding to achieve best value for money.”
The centrepiece of the Mersey Gateway Project is a new six-lane toll bridge over the Mersey between Runcorn and Widnes.
In addition to speeding up journey times and improving journey reliability in the region it will act as a catalyst for investment. It is expected to bring benefits over four times greater than the investment cost, including an estimated 4,640 new jobs through direct employment, regeneration activity and inward investment.
The existing Silver Jubilee Bridge will also be tolled as part of the project. It is anticipated that construction work will start within two years of the government granting planning approval, and that the new bridge will take around three years to complete.
